PLOT[]

Valerie, an abusive foster mother running for mayor, is interviewed by a reporter named Jake who questions her about a Russian woman named Clara Kask. The constant pressuring about her past rather than asking her any legitimate questions about her mayoral campaign has her make the newest foster child, Aria, fake stomach cramps in order to end the interview prematurely. While talking with her campaign manager and Jean (who is Jake's boss at a local news station), it is revealed that she is using her foster children Aria, Cade and Kathy in order to boost her popularity with the public. The next day, Jake is fired by Jean when he begins to ask Valerie more questions about her past when she shows up to the news station but Jake notices a lead in his evidence folder when he spots the name Abigail Wagner and wonders why the name looks familiar to him. During the interview at the news station, Aria passes out as a result of hunger and is angrily scolded by Valerie who threatens to not allow Kathy to reunite with her grandparents in Toronto when she turns 18 in a few days if Aria or Cade act out again.

Now fired, Jake goes into the police station to follow the leads but the cop refuses to hear him out, mentioning how another lunatic came in before him talking about Valerie being Russian. While Valerie is out with Aria for a second press conference in order to save face after Aria's fainting caused the public to question Valerie's abilities as a mayor if she can't even mother her children, Cade sneaks out of the basement for food where he discovers a file in a drawer and learns that Valerie has been using them for publicity and will be returning them to the system after her campaign. At the conference, Jake questions Valerie about Abigail Wagner as Aria once again passes out but manages to help Valerie's campaign by saying how she needs to focus on all the other kids that she can help as mayor rather than focus on her well-being. Jake talks to Aria in the car and slips her a phone that he can call her on before a pedestrian runs him off from the vehicle.

Jake talks to one of his police friends at the station, learning that the lunatic man who he was pursuing earlier is an Estonian man named Anatoly but the officer warns Jake not to press further as it could get dangerous and the captain has already pressed so many of the other officers there to back off Valerie. In the basement of Valerie's house, Cade warns Kathy that Valerie is using them and plans on putting them back into the system but she refuses to listen as she's getting so close to her 18th birthday. Jake visits Anatoly, learning that Valerie's real name is Abigail Wagner and that he was one of her foster children back in Estonia. Abigail did the exact same thing she is doing as Valerie by adopting three foster children to look selfless to the public and promised to have Anatoly reunited with his family on his 18th birthday. However, he found out the train ticket was a fake and that she changed his birthday so that he would remain 14 and be placed back into the system for four years with a woman named Clara Kask in order for Anatoly not to reveal the details of her shadiness back home. After six years of being back into the system, he was able to escape and track her down but despite all the evidence he had, no police officers or journalists would listen to his story except for Jake. Jake plans to go to the FBI with the information Anatoly gave him since no reporters or police officers are on their side. Jake gets a call from Aria on the phone he had given her as she tells Jake that she thinks Valerie is dangerous and lying about letting Kathy leave. Kathy grabs the phone during the call and snaps it in two, not wanting Cade and Aria to ruin her chances of being reunited with her grandparents as she leaves with Valerie who claims to have gotten her a plane ticket similarly to what she did with Anatoly.

Valerie is leading in the polls as her and the campaign manager stop by the news station. Reading the ticket she has, Kathy sees that the date is faked and tries to leave but the driver refuses to let her escape. At the news station, FBI agents storm in, arresting Valerie, Jean, Valerie's campaign manager and Captain Jones for their corruption and complicity in helping Valerie's campaign. The FBI agents and Jake storm into the basement with Kathy, having rescued her as she tells Cade and Aria that since she is now 18, she can legally adopt both Cade and Aria with the help of her grandparents so that they can all live together in Canada.
